Under the initiative, corporations would be barred from funding ballot
measure campaigns , including candidate-controlled ballot committees which have
become a common abuse in California elections. WASHINGTON, Today, Congresswoman Stephanie Tubbs
Jones spoke before the House Administration Committee during their hearing on
the Implementation of the Help America Vote Act following the 2004 election.

A primary example of the abuse is the extensive problems evident in the

Clean Money candidates
The first half of the initiative parallels a bill now in the state
legislature, AB 583, which would establish a system under which participating
"clean money" candidates who pledge not to accept private contributions
qualify for public funding of their campaigns.
"Now the legislature can show their commitment to genuine campaign finance
reform by enacting the bill and supporting the initiative so that Californians
can benefit from its provisions as soon as next January.

Three other states, Arizona, Maine , and as of last fall Connecticut, have
adopted clean money elections. The
system has become so popular that every year more candidates participate in
the program, and voter turnout has also increased .

"Just as he created
tremendous confusion among voters in Cuyahoga County and across the state of
Ohio during this past election by issuing bizarre directives and playing
partisan politics, his failure to testify before this committee today shows
that he is not committed to improving our election system.
"I would have thought that he would have seen this hearing as an
opportunity to further examine the problems that occurred during this past
election and work to develop a plan of action for addressing them.
They deserve the truth!"
Congresswoman Tubbs Jones recently introduced legislation with Rep. John
Conyers in introducing the Voting Opportunity and Technology Enhancement
Rights Act , or the VOTER Act of 2005 which seeks to combat the tremendous
voting irregularities that plagued both the 2000 and 2004 elections.

"Our electoral system should not be the exclusive playground of the
wealthiest individuals or those beholden to deep pocket corporate interests,"
Burger said. Ken Blackwell

While the title of the initiative is the California Nurses Clean Money and
Fair Elections Act of 2006, Burger said some might just refer to it as "the
Abramoff Antidote Act" -- rooting out the graft and greed symbolized by now
disgraced federal lobbyist Jack Abramoff and one of his allies, indicted
former House Majority Leader Tom DeLay. Not coincidentally, the healthcare industry has spent
some $500 million in federal lobbying the past year and a half, far outpacing
any other sector.

Circulation of the initiative is expected to begin in about two months
with a goal of placement on the November, 2006 general election ballot. An estimated $200 million would be needed for
the fund; any surplus would go to the state's general fund.
Burger noted that as many as 13% of all corporations operating in
California paid no state income tax in 2004 while spending millions of dollars
on political contributions "that have unduly influenced public policy and
fueled public disenchantment with our political system.
"I am thoroughly disappointed that the Secretary of State from my home
state of Ohio, Ken Blackwell, chose not to testify today before the House
Administration Committee," stated Rep.

"At a time of widening public disgust with the debasement of our political
system by a culture of corporate corruption and lobbying scandals, this
initiative gives Californians the tools to clean up the mess and take back our
democracy," said CNA President Deborah Burger, RN. Non-profits as well as
individual donors are exempted from the prohibitions.

California Nurses to Sponsor Clean Money Initiative to Stem Corruption of Elections Ballot Campaigns

election politics

, The California Nurses Association
late Monday introduced a broad reform initiative to transform politics in
California by providing for public financing of elections and tough
restrictions on the corrupting influence of corporations, lobbyists, and other
big money donors in candidate elections and ballot measure campaigns. An alternative version of the initiative
would provide funding through an oil extraction fee; that is the only
difference in the two versions . In Arizona and Maine, the result has been a
surge of diversity in the number of women, minorities , and working people who,
no longer dependent on corporate cash, are able to run for office and win .
