they argued to the Department of the Interior-the federal department that
oversees Indian lands-that under applicable federal law the Chumash Tribe's
trust application must be denied because the annexation would adversely impact
neighboring residential and business areas. The suit that POLO and
POSY will file in federal court is necessary to protect the rights of the
Santa Ynez Valley's residents and to preserve the pristine character of that
rural community.

POLO and POSY also oppose the County of Santa Barbara's efforts to

POLO and POSY were formed in 2001 by a group of citizens concerned about
preserving the rural quality of California's Santa Ynez Valley, an
agricultural region in northern Santa Barbara County that also happens to be
home to the Chumash Tribe's 139-acre rancheria. The Tribe's 157 members
already operate a casino on that property, and they are currently asking the
federal government to permit the addition of another 13 acres of land adjacent
to their existing land area.
POLO and POSY have been actively opposing the Chumash Tribe's trust
application through all available legal and political channels.
Theodore Olson was the 42nd Solicitor General of the United States and has
argued 42 cases before the Supreme Court of the United States, including cases
concerning due process, equal protection, property rights, the environment,
criminal law , separation of powers, and the First Amendment.
The programs were announced Wednesday by Chairman Anthony Miranda in his
State of the Tribal Nations address to nearly 900 attendees at the Western
Indian Gaming Conference sponsored by CNIGA.
Even within gaming tribes, in 1990 36% of the families were living in
poverty, though that number improved to 26% by 2000, two years after
California voters gave approval to state-tribal gaming compacts..

However, tribes must do even more, he said, so CNIGA would form a task
force composed of problem gambling experts, tribal leaders, industry partners
and policy makers to study the issue and to develop recommendations that will
promote responsible gaming throughout the tribal government gaming industry
and in non-tribal gaming. The findings and recommendations would serve as a
foundation for future responsible gaming initiatives as tribal government
gaming matures.

POLO and POSY pursued their cause all the way to Washington, D.
Miranda pledged to have CNIGA lead an effort in Indian country in 2006 to
"tear down the barriers that historically have blocked sustainable economic
development on reservations."
He pointed out that California tribal nations are proud of their
commitment to promoting responsible gaming and that tribes are still the only
segment of the gaming industry to provide money for operation of the state's
Office of Problem Gambling, which remained unfunded until tribes provide
financial resources.

The poverty rate among non-gaming tribes in California in 2000 was 30%,
three times the overall poverty rate statewide in California and in the United

summit of all tribes to devise a comprehensive approach to the problem .
"We need to work together to find ways for all tribes to have a fair
chance at realizing the dream of self-sufficiency," Miranda added
Recommendations from the summit would be presented to national
organizations such as the National Indian Gaming Association and the National
Congress of American Indians because issues of economic development are not
limited to California tribes.

despite the relative progress tribal gaming has brought to some of the state 's
Indians, the average income of tribal people on reservations in California in
